During the 16th 9/11 anniversary remembrance events in September 2017, one of the most important milestones was the unveiling of the Bobby McIlvaine World Trade Center Investigation Act by Architects and Engineers for 9/11 Truth. Bob McIlvaine’s son, Bobby, was tragically killed at the age of twenty six when he was entering the North Tower of the World Trade Center. As recounted by his father, when he talked to the coroner he was told, in detail, about the injuries that killed Bobby and that the injuries were caused by an explosion. The cause of that murderous explosion has never been investigated.
The Act is draft legislation that would empanel a select committee in either chamber of Congress to reinvestigate the destruction of the three World Trade Center towers on that day. Effectively, this would be the new investigation that AE911Truth has been asking for. The great thing about this type of legislation is that it just takes one house of the Congress to pass it. Once it passes, it goes forward, and not even the president himself can stop it the way it is written.
There is precedent for this kind of legislation such as the House Select Committee on Assassinations and the Church Committee. For example, Finding 1C of the House Select Committee on Assassinations stated, “The committee believes, on the basis of the evidence available to it, that President John F. Kennedy was probably assassinated as a result of a conspiracy. The committee is unable to identify the other gunman or the extent of the conspiracy.” As a result of this truth coming out of an investigation by a select committee many people are aware that such a process is available.
AE911Truth has adopted this legislative approach because it is perfectly aligned with the call they've been making for a new investigation of the destruction of the World Trade Center skyscrapers for years. In the past, many activists have gone to their members of Congress calling for a relatively vague request of a new investigation. But with the Bobby McIlvaine World Trade Center Investigation Act, much of the legislative research, needed to understand the process, has been done. Therefore, they don't have to empanel their own staffers to draw it up. Constituents simply have to hand it to their members of Congress or their staff and ask them “Will you sponsor this” or “Can you get behind it.”
This provides a specific ask for activists to bring to their members of Congress and when a party goes into some kind of negotiation they want to be asking for something specific. The goal is not just that we want to educate them about the issues of 9/11 and hope they go forward in a way that brings justice to the victims of 9/11– but we want them to do a specific action for us, their constituent.
Putting a Personal Face on 9/11
This Act puts a face on the issue and identifies the goal with a well-known victim and with his father, Bob McIlvaine. It's really hard to say “no” to a 9/11 victim’s father. Because of the nature of how Bobby was killed – that he was killed by an explosion as he was entering the lobby of the north tower that day – it places the official story of 9/11 in question. Right there, activists have a story to open up with when they do outreach – when you tell them about Bobby and who he is. His face is front-and-center in the outreach materials that AE911Truth prepared. Andy Steele, Operations Manager for AE911Truth says, “That's how I go about it when I talk to Congressman. This is Bobby McIlvaine, he was twenty six when he was killed by an explosion as he was entering the North Tower – and then go into all the rest of it. It provides a great opening for activists.”
Even if the congressional offices don't read the text of every single letter, it's the same letter that is received multiple times, they do record numbers on how many are received.
AE911Truth started this process on the16th 9/11 anniversary, when they held a press conference at the National Press Club. After that they spent three days distributing the Act to every member of Congress' office in the Senate and the House. Since they have encouraged supporters to schedule appointments with their members of Congress – some with more success than other. As reported by Andy, “Some members are willing to meet with their constituents about the Act while others aren't so willing – but they're going to get the Act delivered to them anyway. We're not going to give up on them – we're going to be persistent until they at least meet a constituent or have some kind of discussion or acknowledge this in some way.”
AE911Truth Makes Congressional Outreach Easy
Many people have generated a letter to their particular congressional representative through an automated form which can be accessed at AE911Truth.org/justice. To date, thousands of letters have been sent. The statistics as of early January 2018 are:
- 2,251, Citizens Who've Taken Action
- 6,753, Messages Sent to Congress
- 515 Members of Congress Contacted
To submit a letter, go to AE911Truth.org/justice, put in your zip code and address. Then the software will automatically generate a letter in your name to whoever your Representative is and both of your Senators. The system selects the correct Congressman based on the address.
Again the letter is already written for you. Andy says to use this process for personal outreach too, “If you've already done submitted a letter you can get your friends to do it. If you get somebody to say ‘hey you know it does look like a controlled demolition, I'm for a new investigation,’ even if they don't want to go all the way, they can say ‘Bobby death sounds weird and should be investigated’ – then that’s all we are asking for. You can say to your friends ‘why don't you just put your address and here and send this letter to your representative.’ It is great opportunity for outreach.”
Even if the congressional offices don't read the text of every single letter, it's the same letter that is received multiple times, they do record numbers on how many are received. It is the same as the offices taking tallies of how many people are commenting on any specific issue.
For people that don't have a lot of time to get coordinated with others, they can go to AE911Truth.org/justice where you can send out the e-mail, download an outreach package with instructions, look-up your members of Congress and how to find places where they will be making public appearances.
The downloadable constituent outreach package consists of the following items:

Incorporate the Act into 911 TAP Petition Gathering
AE911Truth has developed Bobby McIlvaine palm cards to facilitate outreach as well as a downloadable version, PDF of the Bobby McIlvaine palm card. These are ideal supplements to the 9/11 TAP brochures which is central to the petition gathering process organized by 9/11 TAP.
